- PR ORANDUM FOR JEREMIAH RAY, CHAIRMAN., ACRS I regret that we did not have an opportunity to discuss the quantification of seismic design margins during our meeting this afternoon.
I am particularly interested in the validity of the reductions in a seismic spectrum which fall under the rubric of " tau effect", especially because the Appeal Board's opinion in Diablo Canyon, and the Cen=1ssion's decision not to take review of.that opinion, wculd seem to endorse the application of this technique in other cases.
In its July.14, 1978~ letter to the Co==ission, the ACES did not appear to specifically endorse'this technique but corsented favorably on certain off-setting facters for this already completed plant.
I would like to know whether the tau effect has a sufficiently sound scientific or eng'ineering basis to Justify its use to reduce seismic design standards that

apply to nuclear power plants.
Should NRC do further research en this question?
I would be grateful if the Cc=mittee could provide a response within two months.

STATUS OF DIABLO CANYON UNIT 1 DESIGN VERIFICATION PROGRAM The Diablo Canyon Unit 1 design verification effort by PG&E and the IDVP is nearing its completion.
The status of " Final Reports" is as follows:
1.
PG&E Phase I Final Report (2 volumes):
The final installment, dated June 21, 1983, has been submitted to the NRC. The report may be updated or supplemented to reflect future coments by the IDVP.
2.
PG&E Phase II Final Report (1 volume):
The final vercion of the report, dated June 13, 1983, has been submitted to the NRC.
3.
IDVP Final Report (4 volumes):
The IDVP covers Phase I and Phase II in a single report.
The majority of the report has now been received.
Additional installments to the report are expected to be issued this week and will cover primarily
" corrective actions".
In addition,45 Interim Technical Reports (ITRs) have been issued thus far, with 4 additional ITRs expected.
The staff is reviewing all of the above information in preparation for a Supplement to the SER on the design verification effort.
The Supplement will provide the basis for the staff recomendation to the Comission regarding reinstatement of the suspended license and is targeted for submittal to the Comission by the end of July,1983.

-4 The Commission The ASLAB is currently considering a motion by Joint Intervenors and the Governor of the State of California to reopen the record on the issue of construction quality assurance (the record has been reopened on matters of design quality assurance).
By letter dated June 23, 1983 (copy attached) PG&E informed us of a change in schedule.
The projected date for fuel load slipped from June 30, 1983 to September 30, 1983.
