1.0 SCOPE This specification covers the requirements for the design, fabrication, assembly, testing, cleaning, packaging and delivery of Mechanical Norzle Seal Assemblies (MNSA) to be used to prevent leakage from the RTD nozzles on the hot leg j

piping, the sampling nozzles on the hot leg and the pressure instrument nozzles on l

the hot leg.

1 1.1 DEFINITION OF NOMENCLATURE 1.1.1 Purchaser - ABB Combustion Engineering Nuclear Power (ABB CENP),

Windsor, Connecticut shall hereafter be referred to in this specification as the Purchaser.

1.1.2 Supplier - ABB CENP Subvendors or ABB CENP (for some activities) shall j hereafter be referred to in this specification as the Supplier. The Supplier shall be )

responsible for the fabrication, testing, cleaning, packaging, shipment and delivery' as applicable.

1.2 - DESCRIFI1ON OF THE RTD NOZZLE SEAL ASSEMBLY 1.2.1 Description of the Mechanical Nozzle Seal Assembly - The Mechanical Nozzle Seal Assembly (MNSA) is a mechanical device with a seal that encapsulates the nozzle on the locations listed below, to prevent leakage in the event of cracks in J

the nozzle welds or heat affected zones due to PWSCC of the Inconel 600 nozzle / weld material. It also acts as a restraint to prevent a nozzle from ejecting in the event of a failure of the internal nozzle to hot leg pipe weld or weld heat

a) RCS hot leg temperature nozzle b) RCS hot leg sampling nozzle c) RCS hot leg pressure instrument nozzle 1.3 STATEMENT OF ASME CODE AND SAFETY CLASSIFICATION I.3.I- The MNSA hardware is designed and fabricated to the ASME Code,Section III (Reference 3.2), Subsection NB requirements. Since the hardware is machined from bar stock and bolting material, with no welding involved, the MNSA retaining hardware is supplied as material and will not be "N" stamped or hydrostatically tested. After the hardware is installed, a visual inspection for leakage will be performed as part of plant restart. m test will be conducted at ,

normal operating pressure and with the test temperature determined in accordance with the Waterford 3 Technical Specifications. I 1.3.2 In consideration of the present ASME Codejurisdiction and the functional requirements of the MNSA, the following design guidelines shall be used:

1.3.2.1 The MNSA si.all be designed using ASME Section III, Reference 3.2.1.

l.3.2.2 The MNSA shall be constructed of materials meeting the requirements of ASME Section II and III, Reference 3.2.1 and 3.2.2.

1.3.2.3 ne Design Report shall be prepared in accordance with Reference 3.2.1 to verify structural adequacy of the MNSA for the Design and Service Loadings defined in this specification.

1.3.3 The MNSA is Safety Related, and shall be in accordance with ABB CENP Quality Class I requimments per Reference 3.1.4.

4 1.3.4 The MNSA does not require ASME III stamping.

1.3.5 ne services of an Authorized Nuclear Inspector (ANI or ANII) are not required.

2.0 ASSIGNMENT OF RESPONSIBILITY l

2.1 GENERAL REQUIREMENTS FOR SUPPIJERf, 2.1.1 ne Supplier shall comply with all requiretaents of this specification. When ABB CENP is functioning as a supplier, documentation submitted for approval by the Purchaser shall be provided by personnel who are independent in the organization from those reviewing the documentation. There shall be no deviations from this specification or its references without prior written approval of the Putthaser.

Approval shall be requested with written documentation in the form of a Request for Approval or Review (RAR), Technical Change Request (TCR) or a Deviation of Contract Requirements (DCR) (Reference 3.1.5). Approval of drawings, specifications or tests by the Purchaser in no way relieves the Supplier of these responsibilities. The specification is to be supplemented by the Supplier's experience and judgment in assuring that all analyses, tests, inspections and other activities required are performed. Any conflict in this specification or with its C-NOME-SP-0067 Rev.02 Page 6 of 17 l

l references shall be brought to the attention of and resolved by the Purchaser prior to any action by the Supplier.

2.1.2 Interpretations and Code Cases of the ASME Boiler and Pressure Vessel Code t  ;

t which are invoked by the Supplier to meet the requirements and criteria of this L

specification and/or Section 3.2 of this specification shall be submitted to the Purchaser for information and approval. 'Ihe Interpretations and/or Code Cases i

listed in this Specification or the Purchase Order are approved for use. Revisions to these Interpretations and/or Code Cases shall tw submitted to the Purchaser for l approval prior to use.

2.2 EQUIPMENT AND SERVICES BY THE SUPPLIER 2.2.1 %e Supplier shall procure and certify all materials in accordance with the requirer .ents of Sections 3.2 and 3.4.

2.2.2 Supplier shall fabricate, inspect, assemble, test, clean, package, and ship the Mechanical Nozzle Seal Assenablies in accordance with the requirements of Sections 3.2,3.3 and 3.4.

2.2.3 Supplier shall prepare manufacturing process sheets, cleaning procedure, test and inspection reports, and documentation as required by this Specification and its references (see Sections 5.0, 6.0 and 7.0).

2.3 EQUIPMENT AND SERVICES TO BE FURNISHED BY THE PURCHASER 2.3.1 Purchaser has overall design responsibility.

2.3.3 Purchaser will pmvide to the Owner installation and maintenance instructions.

2.3.5 Purchaser shall provide resolution of deviations, technical changes, etc., requested by Supplier.

2.4 INSTALLATION SERVICES BY ABB-CENP ABB CENP is providing installation tooling and pmcedums. Installation of the MNSA will be performed by ABB CENP.

2.5 OWNER RESPONSIBILITIES 2.5.1 Review of and concurrence with the Design Data.

j 2.5.2 Completion of Safety Evaluation, Safety Checklist and FSAR cl.anges based on I ABB/CENP's input.  !

2.5.3 Plant documentation updates based on ABB/CENP's input.

2.5.4 Removal of interfering equipment or hardware and reinstallation as required for MNSA installation.

2.5.5 Scaffolding as required for access to the nozzle penetrations.

2.5.6 Service air (90 psig min) and 110 VAC power.

l 2.5.7 Provide protective clothing as necessary, Health Physics guidance and security.

2.5.8 Disposal of any radioactive waste (expected to be minimal).

2.5.9 Provide shielding as required to have radiation fields at less than 100 mr/hr, whole '

body, at the installation areas.

3.0 APPLICABLE REFERENCES l

The following references form a part of this specification to the extent specified j herein. The issues, addenda and rulings in effect shall be as defined in the Purchase Order. Issues, addanda, rulings and/or revisions not defined in this specification and/or as part of the Purchase Order shall be defined as the latest issue in effect at the date of the Purchase Order. Issues, addenda, and rulings which come into effect after issue of the Purchase Order shall be applicable only if

4.1.1. 7he design and fabrication of all pressure retaining components of the MNSA shall conform to Reference 3.2. All items except the Grafoil Seals, Retainer Washers

't and Retainer Plates shall be considered pressure retaining components.

4.1.2

- Ihe design and fabrication of the MNSA pressure retaining components shall fulfill the requirements of the ASME Code,Section III, Subsection NB Class 1 components (see Reference 3.2.1) for the service involving a pressure range of 14.7 psia to 2500 psia and a temperature range 70*F to 650 *F for the Hot I2g Piping. Additional design requirements are given in Reference 3.1.2, 3.1.3 and 3.1.4. Faulted conditions shall be evaluated in accordance with Appendix F of Reference 3.2.1.

i 4.1.5 The MNSA shall be designed to be installed in the confmes of the hot leg pipe region. It shall be accessible for maintenance and removable after service.

4.1.6 The MNSA shall not impose any unacceptable stresses on the penetration area or in any wayjeopardize the integrity of the existing pressure boundary.

4.1.7 The MNSA shall not impose any unacceptable stress as defined in Reference 3.2.1 on the hot leg nozzles for normal operating and faulted loading as defined in Reference 3.1.2 and 3.1.3.

4.1.8 'Ibe MNSA shall act as a restraint to prevent the nozzle from ejecting if the nozzle to hot leg weld or its weld heat affected zones should fail.

4.1.9 'Ihe design life of the MNSA shall be forty (40) years.

4.2 DESIGN ANALYSIS INPUT DATA 4.2.1 Inading Combinations See Reference 3.1.2.

4.2.2' Operating Environmental Conditiors See Reference 3.1.2 4.3 MATERIAL REQUIREMENTS 4.3.1 The selection of materials including heat treating, nitriding, plating and other special processes for the MNSA shall be the responsibility of the Purchaser.

Procedures describing the above processes shall be prepared by the Supplier and

. submitted to the Purchaser for review and comment. Revisions to these procedures or new procedures shall be submitted to the Purchaser for approval, prior to use.

4.3.2 Materials shall be in accordance with the requirements of Reference 3.4 as applicable.

4.3.3 All austenitic stainless steel materials, used for components which are part of, or

contained within the reactor coolant pressure boundary, shall comply with the following requirements

i

1. Material shall be supplied in the solution annealed condition. l
2. Material shall be tested in accordance with ASTM A262, Practice A or E.

j

3. Material, except stabilized and L-grades, shall not be exposed to l 1

temperatures between 800 F and 1500 F.  !

l 4.3.4 The seal material shall be Union Carbide Corporation Nuclear Grade GTJ Grafoil packing. The Grafoil packing shall be 99.5 % graphite with leachable chloride content to be less than 50 PPM.

4.3.5 The bolting material is to meet the requirements of Reference 3.2.1 and 3.2.2.

4.3.6 All of the pressure retaining components (except for items 7- 9 and 11 of Reference 3.4.1, items 4 and 10-12 of Reference 3.4.3 and items 7 and 9-11 and 15 of Reference 3.4.4) shall be austenitic stainless steel. Therefore, these components of the MNSA are exempt from the fracture toughness requirements as specified in Paragraph NB-2300 of Reference 3.2.1. Items 8, 9 and 11 ofItems 3.4.1, Items 10-12 of 3.4.3 and Items 9-11 and 15 of Reference 3.4.4 are threaded fasteners with nominal sizes under 1 in. and are also exempt from fracture toughness requirements.

4.3.7 The following materials are considered deleterious in the environment and shall not be used except with written approval from the Purchaser:

Aluminum Lead Mercury Cadmium Zine Magnesium 5.0 QUALITY ASSURANCE REQUIREMENTS l 5.1 QUAUTY CONTROL PROGRAM 5.1.1 The Supplier shall be responsible for complying with the applicable requirements for equipment fabricated or procured in accordance with the specifications and drawings listed in Section 3.0.

5.1.2 All materials used for pressure retaining components shall be tested and examined I in accordance with Reference 3.2.1.

5.1.3 Surveillance of Quality Assurance shall be conducted in accordance with the l specification listed in Reference 3.1.1.

5.2 PURCHASER'S RIGHTS 5.2.1 ABB CENP, Entergy and/or their representative (s) shall have free access to the Supplier's shop and its subcontractor's facilities, except areas of facilities designated as proprietary, for the purpose of inspecting the work during fabrication and witnessing tests as the parties may agree upon.

6.1.1 Prior to packaging for shipment, the MNSA shall be disassenbled as necessary and cleaned. The Supplier shall comply with the Class B requirements of Reference 3.3.1.

6.2 IDENTIFICATION l

6.3 PACKAGING AND SHIPPING 6.3.1 ne MNSA components shall be packaged in accordance with Class B requirements of Reference 3.3.1.

6.3.2 The MNSA components shall be packaged in polyethylene and sealed so that no additional cleaning is required prior to assembly.

6.3.3 All components shall be adequately protected to prevent injury to mating and scaling surfaces. He components and parts shall be packaged in the containers in a manner that will ensure acceptance by the carrier and provide protection against C-NOME-SP-0067 Rev.02 Page 15 of 17 l

  • damage to either the component or its scaled wrapping during commercial transit.

Spam pans and special tools shall be taated in the same manner as above.

1 j 6.3.4 A packing list shall be included in each box, which shall include the following information (at a minimum):
