On February 3,1999 a quarter full, half pint bottle of liquid labeled "Barcadi Rum" was found (by a cable tray insulator) in an overhead cable tray located in the plant protected area. The subject location was in the Reactor Auxiliary Building at (-)15 elevation, outside of the Valve Operating Enclosure Bay Room "A". The discovery was reported up through the supervisory chain. Plant Security was notified on Feb 4,1999 at 1605.

Security personnel removed the liquor bottle from the protected area and performed a search for any additional contraband. No additional contraband was found.

Although the bottle was partially empty, there was no evidence of recent alcohol consumption in the plant protected area. The bottle appeared to have been there for a l long period of time (label peeling and bottle dirty). It appears that the bottle had been there since original plant construction. Plant operations were unaffected and this event

. did not compromise the health and safety of the public or plant personnel.

REPORTABLE OCCURRENCE On February 3,1999 a liquor bottle containing a small amount of liquid was discovered by an insulator in the plant protected area. The discovery was reported up the supervisory chain. Security was notified on February 4,1999 at 1605. Alcoholin the plant protected Area is considered to be a contraband.10CFR73, Appendix G 1(d) indicates that the actual or attempted introduction of contraband into a protected area shall be reported to the NRC within one hour of discovery followed by a written repod within 30 days. On February 4,1999 at 1700 hours0.0197 days <br />0.472 hours <br />0.00281 weeks <br />6.4685e-4 months <br /> (within one hour of Site Security Notification) Entergy notified the NRC staff of this occurrence. This 30 day report is being submitted as a security incident report in accordance with 10CFR73, Appendix G l(d).

INITIAL CONDITIONS

- The Plant was operating in Mode 1 at 91% reactor power. No procedures were being performed specific to this e.<cnt. There were no Technical Specification LCO's in effect specific to this event. No major equipment was out of service specific to this event.

EVENT DESCRIPTION On 2/4/99 at approximately 1605 hrs, plant Security was notified that a partially empty, half pint bottle of liquid labeled "Barcadi Rum" was found in an overhead cable tray located on the -15 level of the Reactor Auxiliary Building (RAB) outside of Valve Operating Enclosure Day Room "A". The bottle was approximately % full. The bottle appeared to have been in that location for a long time. The label was peeling and the bottle was very dirty. It was later determined that the bottle had most probably been in that location since original construction. Investigation results indicate that the bottle was at least seven years old. This is based on contacts made with Barcardi's QA office concerning number markings on the bottle. The location of the cable tray where the bottle was found requires scaffolding to reach. That coupled with the fact that no cables have been installed in the tray since original construction and the dirty condition NRC FORM 3RAL I48I1

CAUSAL FACTORS An aact determination as to by whom and when the bottle was placed in the cable tray cob,o not be made. However, (as indicated above) it is apparent from the condition of the bottle that it had been in that location for a long period of time (years). The bottle label was peeling and the bottle was very dirty. Conclusive evidence indicates that the bottle had been in that location since original construction.

CORRECTIVE MEASURES The bottle was removed from the protected area. Security personnel performed a i

search of the general area where the bottle was discovered. No other alcohol was j found. Based on the conclusions reached, no other corrective action was deemed necessary at this time. Current security search practices, in addition to random drug and alcohol tests for individuals with unescorted access, are barriers that exist which help prevent entry and or usage of alcohol in the protected area.

SAFETY SIGNIFICANCE Although the bottle was partially empty, there was no evidence of recent alcohol consumption in the plant protected area. Plant operations were unaffected and this event did not compromise the health and safety of the public or plant personnel.

SIMILAR EVENTS ,

1 A similar event occurred on September 23,1995 when a whiskey bottle containing less than 2 ounces of alcohol was discovered in a file cabinet in the Electrical Maintenance Shop located inside the Protected Area. That event was reported under SIR-95-S01.
