DPR-54 PROPOSED AMENDMENT NO. 146 In accorc'ance with 10 CFR 50.90, the Sacramento Municipal Utility District proposes to amend its Operating License DPR-54 for Rancho Seco Nuclear Generating Station Unit No. 1.

Proposed Amendment No. 146 deletes specifications 6.9.4.1a through 6.9.4.1j from the Technical Specifications, eliminating entirely pages 12-e and 12-f.

These deletions, listing the types of events for which Licensee Event Reports (LERs) are required, are in accordance with recommendations made by the NRC in Generic Letter 83-43.

Details of the proposed amendment are provided in Attachments I, II and III of this letter. These attachments consist of the Safety Analysis, "No Sign-ificant Hazards" Evaluation and Description of Proposed Changes, respectively.

Pursuant to 10 CFR 50.91(b)(1), the Radiological Health Branch of the Cal-ifornia State Department of Health Services has been informed of this pro-posed amendment by mailed copy of this submittal.

Because this proposed amendment to the technical specifications is being done for clarification and at the request of the Commission, the remittance of a license fee per 10 CFR 170.21 has been waived by permission given in Generic Letter 83-43.

ATTACHMENT I SAFETY ANALYSIS Proposed Amendment No. 146 consists of deletions from the Technical Spec-ifications of the listed types of events for which Licensee Event Reports (LERs) are required.

Instead of such listing, reference to 10 CFR 50.73, which contains the same list, is substituted.

These deletions from the Technical Specifications are in accord with NRC's recommendations made in Generic Letter 83-43, dated December 19, 1983.

The District considers the proposed changes to be purely administrative, and thus judges Proposed Amendment No. 146 to have no effect on plant safety.

.e ATTACl#ENT II "N0 SIGNIFICANT HAZARDS" EVALUATION Proposed Amendment No. 146 consists of deletions from the Technical Spec-ifications of the listed types of events for which Licensee Event Reports (LERs) are required.

Instead of such listing, reference to 10 CFR 50.73, which contains the same list, is substituted. This proposed change is in accord with NRC's recommendations made in Generic Letter 83-43, dated December 19, 1983.

The District has reviewed the proposed change against each of the criterion of 10 CFR 50.92 and concluded that plant operation with the list deleted from the Technical Specifications of LER-type events and substituted with reference to 10 CFR 50.73 would not:

a.

involve a significant increase in the probability or consequences of an accident previously evaluated. The proposed amendment is purely administrative, having no involvement with plant design or operation.

Thus the proposed change cannot be seen to affect the probability or consequences of an accident previously evaluated.

b.

create the possibility of a new or different kind of accident from any previously analyzed. As discussed above, Proposed Amendment No.

146 is purely administrative. As such, there is no involvement with plant design or operation and thus cannot be seen as creating any new or different kind of accident from any previously analyzed, c.

involve a significant reduction in a margin of safety. The pro-posed amendment consists basically in the replacement in the Tech-nical Specifications of the list of LER reportable event with reference instead to the regulations (10 CFR 50.73) which introduced the list. This change is purely administrative and thus is consid-ered as having no effect on safety margins.

On the basis of the above evaluations, the District concludes that the proposed amendment constitutes no significant hazard to the health and safety of the public.

Specification 1.8, page 1-5: Deleted reference to Section 6.9.4 and added reference to Section 50.73 of 10 CFR Part 50.

Specifications 6.9.4.1a through j, pages 6-12d and e:

Deleted in entirety.

Specification 6.9.5, page 6-12f: Moved in entirety from page 6-12f to page 6-12d. Pages 6-12e and 6-12f are completely vacated and removed from the Technical Specifications Manual.
