GPU Nuclear (GPUN) Inc. requested an amendment of the TMI-I Operating License No. DPR- l 50, Appendix A Technical Specifications, by letter dated April 10,1996 [ Reference (1) above].

Corrections to the original TSCR were submitted by GPUN letter dated May 24,1996 as an f

O Errata [ Reference (2) above]. The purpose of TSCR No. 243 was to extend the surveillance intervals on several instruments from 18 to 24 months +/- 25% pursuant to technical specifications allowances. These surveillances are presently performed on-line, as the related tests or calibrations do not require a refueling shutdown to be executed.

The Staffs RAI [ Reference (3) above] requires a significant level of effort to fully address the current NRC " acceptance criteria" contained in the Generic Letter 91-04 Enclosure 2 guidance in order to provide furtherjustification for the surveillance extensions requested. GPUN has determined that resource constraints and economic cost / benefit analysis do not warrant the expenditure of additional man-hours necessary for the preparation of the appropriate reply to the Staffs RAI. Hence, we respectfully request withdrawal of this TSCR from further consideration.

, - o 1920-98-20513 Page 2 TSCR No. 243 also included a request to delete surveillances of Section 4.1 related to the Makeup, Purification, and Chemical Addition Systems, the LCOs for which had been removed from Section 3.2 by License Amendment No.196, dated September 19,1995. The request to delete these surveillances will be re-addressed by a separate correspondence in the near future.
