COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 AND 50-446 P-10 PERMISSIVE SDAR: CP-86-23 (SUPPLEMENTAL REPORT)

Gentlemen:

On April 3, 1986, we verbally notified your Mr. T. F. Westerman of a deficiency involving a potential failure of the reactor protection system permissive (P-10) to reset during power reduction to below the P-10 setpoint.

We determined that this deficiency was reportable under 10CFR50.55(e) in our report IXX-4835, dated June 5, 1986. This item was subsequently identified by our letter logged TXX-6435, dated May 13, 1987, as an. item for which a final report had been issued. However, the originally scheduled completion date for the implementation of corrective actions has passed and the actions are not complete. This report is submitted to status the implementation of those corrective actions.

As we reported in our letter IXX-4835, the corrective actions for this issue consist of revising three Operations procedures to provide the operator with additional infonnation concerning the P-10 permissive and actions to be taken under certain operating conditicas. The current status of the three -

procedures are as follows:

ABN-701A, Rev.2, "Source Range instrumentation Malfunction," revised per TXX-4835, approved and issued.

ABN-701A, Rev. 2, "Power Range Instrumentation Malfunction," revised per TXX-4835 and in final approval stage. (There was a typographical error in our report TXX-4835, procedure "ABN-703" should have been "ABN-703A.")

IP0-004A, Rev. 1, "Plant Shutdown from Minimum Load to Hot Standby,"

revised per TXX-4835 and in final approval stage.
