Dear Mr. Miller:

This refers to the Nuclear Criticality Safety (NCS) inspection by members of the lleadquarters staff which was conducted on August 31 - September 3,1998, at your Paducah Kentucky facility.

The purpose of the inspection was to determine whether activities authorized by your certificate ,

were conducted safely and in accordance with NRC requirements. At the conclusion of the inspection, the findings were discussed with those members of your staffidentified in the enclosed report.

Areas examined are identified in the report. Within these areas, the inspection consisted of a review of NCS related Open items, corrective actions and corrective action tracking, and NCS related internal audits and inspections.
