Dear Mr. Adkins:
In accordance with Part 76 to Title 10 of the Code of Federal Regulations, enclosed are the renewed Certificates of Compliance for the United States Enrichment Corporation (USEC) to operate the two gaseous diffusion plants located in Paducah, Kentucky, and Piketon, Ohio.

Also enclosed are the Compliance Evaluation Reports (CERs), Revision 1, for the renewal of Paducah and Portsmouth Certificates of Compliance. The staff's renewal CER for Paducah is based on USEC's initial application, as revised through Revision 24 dated April 15,1998, and Paducah's Compliance Plan as revised through Revision 7 dated March 20,1998. The staff's renewal CER for Portsmouth is based on USEC's initial application, as revised through Revision 19 dated April 15,1998, and Portsmouth's Compliance Plan as revised through Revision 6 dated March 12,1998. However, the Certificates of Compliance are current as of date of issuance in that they incorporate amendments issued since the renewal application date jj of April 15,1998. Based on your comments and our final review, NRC staff has made minor editorial changes to the CERs since the Director's Decision in November 1998. These changes are noted by sidebars in the enclosed CERs. The.CERs document NRC staff's evaluation of USEC's certification application for renewal and provide safety bases for the issuance of the renewed Certificates of Compliance.
