Dear Mr. Parks:

I would like to thank you for your October 28,1998, comments on the draft Report to Congress.

The Chairman has sent the Report to Congress on the Gaseous Diffusion Plants, as required by the Atomic Energy Act. The Report discusses the status of health, safety, and environmental conditions at the plants located near Paducah, Kentucky, and Portsmouth, Ohio, i for the period from October 1,1997, to September 30,1998.

The Federal Reports Elimination Act of 1998 amended section 1701(b)(1) of the Atomic Energy Act to require an NRC report to Congress no later than the date on which a certificate of 1 compliance is issued. Future reports will be prepared in conjunction with recertification reviews. !

Because the report is no longer annual, we are modifying our procedures to allow additional time for your office to provide input for the report.

A copy of the report is provided for your information.
