Dear Mr. Hooks:

I would like to thank you for your November 4,1998, comments on the draft Report to Congress. The Chairman has sent the Report to Congress on the Gaseous Diffusion Plants, as required by the Atomic Energy Act. The Report discusses the status of health, safety, and environmental conditions at the plants located near Paducah, Kentucky, and Portsmouth, Ohio, for the period from Octobar 1,1997, to September 30,1998. Changes were made to the report to address all of your comments except for one. The Event Notification Summary was not revised to add the information you requested. The summary only includes detailed discussions for significant events. The notifications for the asbestos spills, oil leaks, and chlorine gas release were provided to the NRC because the facility had notified other govern nent agencies.

The Federal Reports Entnination Act of 1998 amended section 1701(b)(1) of the Atomic Energy Act to require an NRC report to Congress no later than the date on which a certificate of compliance is issued instead of annually. Future reports will be prepared in conjunction with recertification reviews. Because the report is no longer annual, we are modifying our procedures to allow additional time for your office to provide input for the report.
