Docket No. 70-7001 Bi-Monthly Update on Progress of the CAAS Audibility Upgrade Project
Dear Mr. Pierson:
In accordance with the United States Nuclear Regulatory Commission's (NRC) request of December 17,1998 (Reference 1), this letter provides the bi-monthly update on the progress of the modifications to upgrade the audibility of the criticality accident alarm system (CAAS).
The design for the tie-in package, which will allow the final conversion from current CAAS horns to the new horns, has been completed. The first building scheduled to be transitioned to the new system is the C-310, Product Withdrawal Facility. To minimize operational impacts, it is necessary for C-310 to be tied-in during the summer power reduction since final tie-in requires the CAAS to be declared inoperable in C-310. In accordance with the current LCO actions, an inoperable CAAS in C-310 requires cylinder filling to be discontinued after completion of the current filling operation restricting the ability to withdraw product. To begin the final tie-ins for C-310, NRC approval of the TSR changes submitted in Reference 2 is required. In Reference 3, USEC was notified that the NRC anticipated completing review of these TSR changes by June 30,1999. The schedule for the i
CAAS modification project was developed assuming that the TSR changes associated with this modification would be approved in June 1999. The final tie-in for C-310 was originally scheduled for mid-July, but has been rescheduled for mid-August based on recent discussions with your staff regarding the schedule for this amendment to the certificate of compliance. While the January 18, 2000 completion date can still be met, it is important that the requested TSR changes be approved as soon as possible to avoid any further delays.
j Installation of air compressors, conduit, and pipe hangers is progressing. Ten of the nineteen air accumulator tanks have been received and eight of them have been installed. A schedule detailing construction completion, testing, and tie-ins have been developed for integration into the plant's overall operation and maintenance schedule. A summary of this schedule is included as Enclosure
