INSPECTION REPORT NO. 70-7001/99-201

Dear Mr. Adkins:

The Nuclear Regulatory Commission conducted a routine, and announced material control and accounting (MC&A) safeguards program inspection of the Paducah Gaseous Diffusion Plant on March 22 - 26,1999. As identified by the licensee, the inspectors focused on existing special nuclear material operations, and related equipment, structures, and components for operations that posed the greatest risk to safeguards and safety. The inspection consisted of verifying the adequacy, implementation, availability, and reliability of safeguards and safety significant risk controls, selective examination of core procedures and representative records, interviews with personnel, and observation of activities in progress. The scope and results of the inspection are summarized in the enclosed report which also includes details of the inspection.

At the conclusion of the inspection, the findings were discussed with members your staff. Within the scope of the inspection, one inspector followup item was identified and five compliance plan action items were closed.
