Paducah Gaseous Diffusion plant (PGDP)

Docket No. 70-7001 Monthly Update on Progress of Seismic Upgrades to Buildings C-331 and C-335

Dear Mr. Pierson:

In accordance with USEC's commitments in our April 15,1998 letter (Reference 1), the purpose of this letter is to provide the monthly update on the progress of the installation of the seismic upgrade modifications to Buildings C-331 and C-335.

Issue 36 of DOE /ORO-2026, " Plan for Achieving Compliance With NRC Regulations at the Paducah Gaseous Diffusion Plant" (the Compliance Plan) requires that the modifications to increase the seismic capacity of Buildings C-331 and C-335 be completed by June 30,1999. However, as

identified in our previous monthly status reports (Reference 2), USEC has determined that an j

additional 12 months will be required to complete the seismic upgrades to account for unanticipated construction difficulties and reduced worker productivity due to high temperatures. A Certificate Amendment Request (CAR) was submitted on January 12,1999 (Reference 3) to request NRC review and approval of a change in the schedule for completing these upgrades to June 30,2000. On June 30,1999, NRC issued a Notice of Enforcement Discretion to allow USEC to continue plant operations until the NRC can issue the amended Certificate of Compliarce for this CAR.

During July,44 locations were completed. A total of 310 out of 723 locations have been completed.

The previously reported total of 726 locations has been revised because some of those locations are adjacent to other locations and are planned to be worked as a single location. An average completion rate of 38 locations per month is necessary to support the proposed June 30,2000 completion date.

However, the current monthly completion targets are higher than the required average because there h

are some difficult locations scheduled to be worked near the end of the project which will take longer ki to complete. The goal for July was 56 locations and the goal for August is 62 locations.

A significant obstacle to achieving the required completion rate continues to be the relocation of DOE material stored in DOE Material Storage Areas (DMSAs) throughout the two process 9908270089 990816 i

buildings. DOE questions about the handling of fissile /potentially fissile material in the DMSAs from a nuclear criticality safety standpoint have delayed the movement of these materials from areas affecting construction. DOE has committed to resolve these issues prior to September 22,1999, to avoid any additional adverse impact on the construction schedule. USEC will monitor DOE's progress closely to ensure these issues are resolved. Subsequent monthly updates will continue to address this issue, as necessary.
