Dear Mr. Chairman:
The Energy Policy Act of 1992 modified the Atomic Energy Act to require the U.S. Nuclear Regulatory Commission (NRC) to prepare a report to Congress discussing the status of health, safety, and environmental conditions at the gaseous diffusion plants located near Paducah, Kentucky, and Portsmouth, Ohio. The first report, covering the period from March 3,1997, to .
September 30,1997, was sent to the Congressional oversight committees on January 5,1998. I Enclosed is the second NRC Report to Congress., covering the period from October 1,1997, to September 30,1998. As required by the Act, this report has been coordinated with the U.S.
Department of Energy and the U.S. Environmental Protection Agency.
In addition, the United States Enrichment Corporation (USEC) is pursuing development and licensing of Atomic Vapor Isotope Separation (AVLIS) technology as an alternate method to enrich uranium. NRC has had some preliminary meetings with USEC to lay the groundwork for USEC's AVLIS licensing application. A discussion of AVLIS is included in the report since the availability of AVLIS technology has the potential to impact gaseous diffusion plant operations.
