Docket No. 70-7001 Criticality Accident Alarm System Detection Exemption Request

Dear Mr. Pierson:

In accordance with Issue 8 of the Plan for Achieving Compliance with NRC Regulations at the Paducah Gaseous Diffusion Plant (Compliance Plan) and pursuant to 10 CFR 76.89(a), USEC submitted to the NRC descriptions of areas within the USEC leased areas at the PGDP that USEC proposed be exempted from criticality accioent alarm system (CAAS) detection coverage for NRC review and approval. These descriptions were submitted by letter GDP 96-0172, dated August 15, 1996.

i USEC is completing construction of another laboratory building which will become operational later this year. USEC is hereby requesting that this facility, the C-709 Laboratory Annex Building, be 1

added to the list of facilities to be exempted from CAAS detection coverage. The type of construction is reinforced concrete. The Justification Category for this facility should be listed as "<

15 grams U or < 1 wt% 235U"in accordance with References I and 7 235 i
