. NOV 0 3 1978, COMMENTS AND QUESTIONS ON SITE EMERGENCY PLAN WESTINGHOUSE ELECTRIC CORPORATION, NUCLEAR FUEL DIVISION COLUMBIA, SOUTH CAROLINl., MAY 5,1978

1. The plan is missing the appendices which are referred to in the text of the plan and identified more completely in Section 10 of Annex A of Regulatory Guide 3.42, page 3.42-10. These should all be provided. ,
2. The plan lacks some of the information concerning arrangements with county and state agencies (see, for example, Comments 3, 4(b),

and 5(g)). If these arrangements are considered to be unnecessary because of the limited off-site radiological consequences of potential accidents, evaluation and justification should be provided in accordance with. para. C.l . of R.G. 3.42.

3. _Page' 2.1, Scope and Application - The relationship of the plan and the state emergency plan should be described since such a description is not provided either here or in the Summary of Emergency Plan, Section 3.
4. Section 4, Emergency Conditions -

(a) The criteria (action points) should be provided for recognition and declaration of site or general emergencies.

(b) Page 4.2, para. 4.1.3, Plant Emergency - It is not clear that precautionary notification of off-site agencies is part of the plan. Please explain.

(c) Page 4.7, para. 4.2.6.1, Major Spills Involving Radiation Hazards to Personnel - Item (7) calls for developing a plan for controlling and terminating the incident. In view of the limited range of incidents to be anticipated, what are the reasons for not giving more explicit guidance?

5. S_ection 5, Organizational Control of Emergencies _ -

/ (a) Concerning para. 5.1.1, how has a ranking of supervisors been

, defined so that there is no question as to who is in charge?

(b) Page 5.1, para. 5.1.1, Normal Organization -

(1) Why is the ranking supervisor on the site (in the absence i of the Plant Manager) named Emergency Coordinator instead of Director?

(2) What authority does the ranking supervisor have to declare an emergency?

2 (c) Page 5.1, para. 5.1.2, Emergency Organization - What 'is the distinction between staff manager and line manager of a facility, and how do they divide responsibility during emergency control actions?

(d) Page 5.2, para. 5.1.2.1, Emergency Coordinator - -

(1) It is not clear who the Emergency Coordinators are, e.g., Figure 5.2 shows both " Emergency Coordinator for Facility Involved" and " General Supervisor of an Area,"

whereas the text, para. 5.1.2.1, states that the Emergency Coordinator is the General Supervisor of the affected area or his alternate. Please explain.

(2) What specific guidance is provided the Coordinator on action points at which the site emergency organization should be activated?

(e) Page 5.4, para. 5.2.2, Emergency Organization - What is the criterion that the Emergency Coordinator (or Director) will use in deciding to notify the NES Emergency Coordinator?.

(f) Page 5.6, para. 5.3.3, Medical - Is the Emcegency Brigade the same as the Site Medical and Emergency Pasponse Team? If not, please describe the latter and its rehtion to the former.

(g) Page 5.8, para. 5.4, Coordinatior vlith Off-Site Groups -

(1) This paragraph does not ;,. ovide sufficient information on the responsibilitio and authorities of the various agencies who would be involved and the relationships between agencies, as called for in paragranhs 1-4 of para. 5.4 on page 3.24-7 of R.G.1 "

(2) The designation and location should ue provided for each Emergency Operations Center of each state / local governmental egency having action responsibilities for radiological emergencies in the plant area.

6. _S_ection 6. Emergency Measures - This section is missing the following information, called for in R.G. 3.42, which should be supplied as part of the plan:

(a)Thereisnoreferencetotheexistenceofamessageauthentifica-tion scheme.

(b) Paragraph 6.2 provides no description of methodologies for assessment.

(c) Paragraph 6.4 -

(1) Does not identify the means of notifying or warning the persons or population at risk.

(2) Provides no indication of procedures for notifying and relocating visitors, contractor or construction personnel.

(3) The Protective Action Guide values are not discussed in any specifics. What guidance is given to the Plant Manager?

(d) Paragraph 6.5.4 does not mention the qualifications of the hospital to handle radiological emergencies.

7. Section 7, Emergency Facilities and Equipment -

(a) Para. 7.1, Emergency Control Centers -

(1) The absence of an alternate off-site location should be l

justified. (The response to Comment 2 may be relevant.)

(2) Information should be provided on the location of the Centers relative to prevailing wind directions.

(b) Para. 7.2, Communications Systems - It should be explained why there is no reference to emergency power supplies being connected to the emergency comunications equipment.

l (c) It should be confirmed that the assembly areas have sufficient ca paci ty.

(d) A summary description should be provided of the on-site medical facilities and (in Section 6) the role to be played by the Medical Department in the control of emergencies.

(e) A sunnary description should be provided of on-site damage control equipment and supplies.

8. .Section 8, Maintaining Emergency Preparedness -

(a) Page 8.1, para. 8.1.1, Training -

(1) The text identifies general subjects but should also indicate the frequency of retraining.

4 (2) The text should also provide descriptions of the training for the classes of personnel that are omitted, such as the training of medical personnel and the licensee's headquarters support personnel .

(b) P_ age 8.2, para. 8.1.2, Drills - The following information, listed in para. 8.1.2, Drills and Exercises, of Annex A of R.G. 3.42, should be previded:

(1) The types of hypothetical emergencies enacted (R.G. 3.42 calls for scenarios appropriate to Site or General Emergencies).

(2) Confirmation that the state and the local fire department are involved in the annual drill.

(3) Specification of the drill frequency for the fire brigade.

(4) Confintion that there will be annual drills or the equivalent for ~ and damage control teams.

(5) r that annual drills include testing of notifica-and (6) CL . sn that there will be critiques of the drills anc mercises.

9. Page 9.2, Item (9) - The restoration of emergency warning equipment to an operable condition should have a high priority among the listed actions.
