Dear Mr. Link:-

This refers to.the routine safety inspection conducted by Messrs. K. R. Jury

and J. Gadzala of thh office, from June 29 through August 23, 1992, of ,

. activities at the Point Beach Nuc1 car Plant Units 1 and 2. Our findings were

'

discussed'with Mr. G. J. Maxfield and members of his staff e.t the conclusion i

of the inspection.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of- selective examinations of procedures

-and representative records, interviews with personnel, and observations. ,

= During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as spectfled in-the enclosed Notke.' Equipment that was  :

red tagged was improperly operated.. The violation is of concern.because of

the potential -this situation creates for personnel; injury or equipment damage. ,

" Additionally, it is another exacle of a potential adverse trend regarding

Lequipment isolation that' your staff had previously identified. - You are '

required to respond ~ to this letter and should follow the instructions

specifled in the enclosed Notice when preparing your response.

_ In accordance-with 10 CFR-2.790 of the Commission's regulations, a copy of

.thishletter and the enclosures and your response to this letter will be placed

in the NRC Public Document Room. >

The responses directed by this letter and the enclosed Notice are not suoject

to the clearance. procedures of the Office of Management.and Budget as required

by the Paperwork Reduction Act of- 1980, Public Law lio. 96.511.  ;
