The attached report of an announced inspection of the' subject l
fceility on December 3-5, 1969, is forwarded for information.
No 1
l items of noncompliance or safety items were identified.
The licensee has taken some positive action to strengthen the operating organization.
Also, additional technical assistance has been provided for the balance of the power ascension test program.
We otill have concern in this general area, however, and will continue i
to scrutinize this facet of the operation during future visits.
The problem of possible significant steam leakage through one of the m in steam isolation valves was first identified during this trip.
Preliminary observations by the inspectors are discussed in this report.
Supplemental details have been provided in Inquiry Memorandum No. 219/69-I, dated December 18, 1969.
As you know, the licensee has committed himself to a thorough investigation of this condition during the forthcoming maintenance outage scheduled for late January, 1970.
More results of the power ascension test program are discussed.
Our' record of the licensee's scram experience is also made current in the report, our inspectors' review 'of the results of the licensee's special control rod drive and water chemistry surveillance programs indi-i cated that no significant problems have been experienced since inception to the date of the inspection.

You will note that the emergency procedures for the facility instrument air system were reviewed per your request dated September 16, 1969.
The procedures were found to be adequate.
