- 5. The following activities under your license (identined in Item No. 3 above) appear to be in noncompliance with AEC regulations ce license requirements, as indicated.
a.
Contrary to the requirements of Technical Specification 3.1, Table 3.1.1, item H.2, the trip setting for the "high flow" instrument in the condensate line (input into the isolation condenser isolation circuitry) was set at 59 inches d P H O from December 9, 1969 through July 1, 1970.
2 Technical Specification 3.1, Table 3.1.1, item H.2, requires the trip setting for the high flow instrument in the condensate line to be dE27 inches A P H 0.
2 b.
Contrary to the requieements of Technical Specification 4.7.A.3, the diesel generators have not been given a thorough inspection since the issuance of the provisional operating license on April 9, 1969.
Technical Specification 4.7.A.3 states that, "Each diesel generator shall be given c. thorough inspection at least annually."
c.
Contrary to the requirements of Technical Specification 4.7.A.5, the cell temperature measurements and the height of electrolyte measurements have not been performed quarterly on the diesel generator starting batteries.
Technical Specification 4.7.A.5 states that, "The diesel generators' starting
. batteries shall be tested and monitored the same as the station batteries, Specification 4.7.B."
Technical Specification 4.7.B.3 states in part that,
"... the temperature reading of every fifth cell Gn@ the height of electrolyte... shall be measured every 3 months."
d.
Contrary to the requirements of Technical Specification 4.7.B.3, the cell g

Contrary to the requirements of Technical Specifications 4.5.K and 4.5.L, the standby gas treatment charcoal and particulate filters were not tested for y
removal efficiency within the required six-month interval. The charcoal i
filters were tested on January 31, 1970 and August 20, 1970. The particulate i
filters were tested on January 19, 1970 and on August 18, 1970.

Technical Specification 4.5.L states in part that, "The particulate filter shall be tested to demonstrate a particulate removal efficiency of not less than 99% for particulate matter. which is greater than 0.3 micron in size.
