The attached report of a special visit to the management offices l

of the Jersey Central Power & Light Company in Parsippany, N.

J.,

on November 10, 1969, is forwarded for action.

Because of its importance, this report is being issued in advance of the report of our last inspection at the site in which many of the items discussed here will be treated in greater detail.

The purpose of this visit was to review with upper management the f

results of our inspection program at the subject facility since the issuance of the operating license in April 1969 to date.

As is reflected in the report, there are several areas of significant concern to us, specifically:

l 1.

A continuing dilution of the qualification and experience levels of the licensee's plant staff.

2.

The failure to prertaptly fill plant vacancies with permanent, l

qualified, replacements.

3.

The generally Wr performance in the area of compliance with licenset requirements and AEC regulations.

Of principal concern to us is the apparent continuing inability i

of management to cope with the problems identified in items 1 and j

2 above.

In addition, another area of growing concern is the apparent lack of reserve strength in the licensee's organization.

Jersey Central eterte41 initially with little more than a minimum plant staff, and items 1 and 2 have resulted only in a worsening of this situation.

Oiscussions with George Ritter during this meeting indicated that this condition, minimum organizational strength, may be reflective of company policy and may extend to other levels of the organization.

All of the above is pertinent to the GE-JC " turnover".

In this regard, it is our understanding that although satisfactory completion of the 100 hour0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> full power demonstration run is the termination point of one phase of the JC-GE turnkey contractual i

relationships, it does not automatic &lly follow that there will be a concurrent complete exodus of GE personnel.

On the contrary, both GE and JC have assured us that this will be accomplished on l'

the basis of JC personnel readiness, on an individual basis, to assume responsibility.

Although this allows for some relief of I

our concerna, awareness of our observations discussed here I

together with a " gut" belief of an inherent desire on the part of GE to get out and JC to getin tends to counterbalance this.

As was communicated to the licensee, we intend to continue to follow closely the subject areas discussed here during our future inspection visits.
