i Enclosed is a report of an assist inspection conducted at the subject l

facility by D. L. Pomeroy on May 20-21, 1970, to review the records of the control rod drive rebuilding and requalification program.

Based on the results of this and the previous assist inspection, we have concluded that the drives were rebuilt in accordance with G-E specifi-cations and the application, and that the required surveillance is I

adequatetodetectingpientsystemfailures. Recently reported drive problems at Dresden 2

, which is using the 10 mil inner filters now installed at Oyster Creek and Nine Mile Point and which began operation with reduced accumulator pressure, indicates continued special attention to drive performance is warranted.

i For the immediate future, we recommend follow-up review of:

a.

The reassembly reports that had been contaminated and were unavailable for review during this inspection.

b.

The results of repeat friction tests for four drives whose original tests indicated marginal conformance.

c.

The results of pressurized scram and stall flow tests.

d.

The results of continuing surveillance, i.e.,

scram times, buffer action, monthly stall flow tests.

We recommend that the licensee's interpretation of the requirements of k

]

the May 20, 1970 letter be highlighted to DRL. With regard to excessive i

stall flow, we have concluded that the use of 10 gpm for full scale indi-f cations is acceptable on the basis of previous tests. We have also con-cluded that the scram time requirement of 1.9-3.6 seconds for 907. insertion i

applies only to pressurized scrams, as unpressurized scrams are shorter (Section II.D.).
