Secondary containment integrity was not maintained as required by a.
the Technical Specifjcations while the reactor was operating.
b.
Testing of the standby gas treatment particulate filter was'not conducted at the testing interval specified in the Technical Specifications.
c.
Control rod drive scram times on December 16, 1969, vere outside the acceptable range established in DE's letter to Jersey Central, dated November 6, 1969, and were-not reported to Region I (Nevark) as required by that letter.
The significant findings from this inspection are contained in our memoranda dated January 26 and 28,1970. These memoranda' recommended that a regulatory meeting be scheduled with Jersey Central manage-ment to discuss observed weaknesses in the licensee's_ performance.
