. oc1ET n-su-m -C.o 12.e.cowr-uQo --g A routine visit was made to the subject facility on January 6-8, 1970 for the purpose of reviewing the results of the full power startup tests and to review corrective action taken by the licensee on previously identified items of noncompliance. No_significant safetyJ roblems were identified during the inspection. However, two items of noncompfiance and an item of nonconformance with a DRL request were noted.

In view of JC's history of noncompliance and nonconformance, I recomend that CO Headquarters communicate directly with the licensee regarding these. items.

I believe GE's responsibility regarding the violation of secondary containment should be clearly established.

If they were the responsible party, they should be made to respond accordingly since GE retained certain responsibilities to the Commission in accordance with Amendment 52.

I believe that the licensee will continue to be plagued with containment problems in the reactor building until a better personnel door interlock arrangement has been devised.

Considering the new people that have been hired by JC and the GE stayers, it appears that there should be sufficient on-site capability to handle the day-to-day operation and routine operating problems. It should be recognized that immediate support from GPU and GE is only a telephone call away.

My review of the results of the full power startup tests did not disclose

any anomalics. The results of " tuning up" of the various control systems became evident during the latest transient tests. These tests demonstrated the stability of the reactor control and feedback systems. We have a copy of all the full power test results including strip charts that can be made i

available for review on a need-to-know basis. Ilowever, where appropriate, j

significant charts have been included in Section S. of the report.
