l Gentlemen:

l This letter is in response to the Chairman of the Atomic Safety and Licensing Board's letter requesting a progress report on the steps being taken to resolve the offsite emergency planning matters which remain outstanding in the captioned proceeding. Counsel for the Applicants had outlined on August 11, 1983 the plans for resolving the issues that remained in the proceeding as a result of the Atomic Safety and Licensing Appeal Board's decision in l ALAB-727.

The basic design of the radio system described in counsel's August 11, 1983 letter to the Licensing Board remains unchanged. Meetings have been conducted with the various school jurisdictions, both inside and outside the plume exposure Emergency Planning Zone, and intervenors in order to reach agreement on the specific equipment to be supplied such that the needs of each involved school district can be fulfilled.

The estimated dates to complete the installation and testing of the radio system have slipped somewhat from that described on page three of the August 11, 1983 letter. An 8311170386 831115 PDR ADOCK 05000358 G PDR

l However, Applicants are still scheduling the completion of installation and testing of the cystem-in order to allow a l overall test of the system before the end of the current school year. j i

Meetings have been held with each of the involved i school districts in order to complete the development of the

! implementing procedures. Intervenors have attended a number

of these meetings. Applicants are planning to complete another draft of these school procedures which reflect the j

results of the recent meetings by the end of November, 1983.

I A final draft, which would be sent to the Licensing Board and parties, is expected in early 1984 after the receipt of additional comments by the school systems. The Applicants are still hopeful that a hearing on these school procedures r may be held early in 1984, but continue to recognize that

! the procedures would not be finalized until after

confirmation of the adequacy of the communication system by testing.

If the Board has any further questions regarding the status of the development of emergency procedures for the involved school districts, please let me know.
