APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of Facility Operating License NPF-69, hereby requests that Specification 1.0, " Definitions," and Specification 3/4.3.2, " Isolation Actuation instrumentation" and Specification 3/4.9.3, " Control Rod Position," to that License be amended. The proposed changes have been reviewed in accordance with Technical Specification Section 6.5, " Review and Audit."

The proposed changes to Specification 1.0, " Definitions," Specification 3/4.3.2, " Isolation Actuation instrumer'tation," and Specification 3/4.9.3, " Control Rod Position," are set forth in Attachment A of this Application. Specifically, Definition 1.7, " Core Alteration,"

is proposed for revision to clarify that movement or replacement of SRMs, IRMs, LPRMs, TIPS or special moveable detectors are not considered to be a CORE ALTERATION. The definition is also expanded to st - that " control rod movement is considered not to be a CORE ALTERATION provided tt .re are no fuel assemblies in the associated core cell." In addition, Specification 3/4.9.3, " Control Rod Position," and the associated Bases are proposed for revision to be consistent with the definition of CORE ALTERATION by changing the requirement to verify all rods be inserted only during loading of fuel assemblies into the core. These changes are consistent with the " Improved Standard Technical Specifications," NUREG-1434 and those to be incorporated into Revision 1.

Similar changes have been approved as Amendments 168 and 199 for Brunswick Steam Electric Plants, Units 1 and 2, respectively.

On April 7,1993, Niagara Mohawk submitted an Application for Amendment to remove the requirement for the Standby Liquid Control System (SLCS) to be Operable in Operational Condition 5. This was issued as Amendment 48 on September 30,1993.

Currently, Tables 3.3.2-1 and 4.3.2.1-1 show that SLCS initiates Reactor Water Cleanup System (RWCS) isolation in OPERATIONAL CONDITION 5. This requirement should have been deleted at the time of the previous amendment. The proposed revision deletes this requirement along with the associated notes.

The proposed changes would not authorize any change in the types of effluents or in the authorized power level of the facility. Supporting information and analysis which demonstrates that the proposed changes involve no significant hazards consideration pursuant to 10CFR50.92 are included as Attachment B.

WHEREFORE, Applicant respectfully requests that Appendix A to Facility Operating License No. NPF-69 be amended in the form attached hereto as Attachment A.
