APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation (NMPC), holder of Facility Operating License No. NPF-69, hereby requests that Section 0.0 (pages vii and xvii), Section 3/4.3.7.3, associated Tables 3.3.7.31 and 4.3.7.3-1, and Bases Section 3/4.3.7.3, of the Technical Specifications (TSs) set forth in Appendix A to the license be amended. The proposed changes have been reviewed in accordance with Section 6.5, " Review and Audit," of the I TSs.

i Section 0.0 undex) pages vii and xvii of the NMP2 TSs have been revised to reflect the removal of Sections 3.3.7.3 and 4.3.7.3, Tables 3.3.7.3-1 and 4.3.7.3-1, and Bases Section 3/4.3.7.3.

Section 3.3.7.3 and the associated surveillance Section 4.3.7.3 (Meteorological Monitoring Instrumentation), the associated Tables 3.3.7.3-1 (Meteorological Monitoring instrumentation) and 4.3.7.3-1 (Meteorological Monitoring Instrumentation Surveillance Requirements), and Bases Secticn 3/4.3.7.3 (Meteorological Monitoring instrumentation)  !

are deleted from the NMP2 TSs.

1 The proposed changes will not authorize any change in the types of effluents or in the authorized power level of the facility in conjunction with this Application for License Aniendment. Supporting information and analyses which demonstrate no significant hazards consideration pursuant to 10CFR50.92 are included as Attachment C.
