Instrumentation," 3/4.3.2, " Isolation Actuation Instrumentation," 3/4.3.3., " Emergency l l

Core Cooling System Actuation Instrumentation," 3/4.3.4.2, "End-of-Cycle Recirculation  !

Pump Trip System Instrumentation," and the a iaociated Bases set forth in Appendix A to  !

i the license be amended. These proposed changes have been reviewed in accordance with

Section 6.5 of the Technical Specifications.

1 The proposed Technical Specification changes contained herein relocate response time ,

j limit tables from Technical Specifications to the Updated Safety Analysis Report. This will '

} allow Niagara Mohawk to administratively control changes to the response time limits for ,

, reactor protection system instrumentation, isolation actuation instrumentation, emergency )

core cooling system instrumentation, and end-of-cycle recirculation pump trip system

, instrumentation in accordance with the provisions of 10CFR50.59, without the need to l l process a license amendment request. The proposed amendment will not authorize any  !

I change in the types of effluents or in the authorized power level of the facility. Supporting information and an analysis which demonstrates that the proposed changes involve no

significant hazards consideration pursuant to 10CFR50.92, are included in Attachment B.

Wherefore, the Applicant respectfully requests that Appendix A to Facility Operating l 1 License No. NPF-69 be amended in the form attached hereto as Attachment A.
