APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation (NMPC), holder of Facility Operating License No. NPF-69 for I
Nine Mile Point Unit 2 (NMP2), hereby requests an amendment to the Technical Specifications (TS) set forth in Appendix A to the License. The proposed changes as set forth in Attachment A to this application revise Sections 6.1, " Responsibility"; 6.2,
" Organization"; 6.5, " Review and Audit"; 6.6, " Reportable Event Action"; and 6.7, " Safety Limit Violation." The proposed changes have been reviewed in accordance with Section 6.5,
" Review and Audit," of the NMP2 TS.
The proposed changes to TS Sections 6.1, 6.2, 6.5, 6.6, and 6.7 reflect a restructuring of NMPC's Nuclear Division upper management organization and involve position title changes and reassignments of responsibilities. The proposed changes will not authorize any change in the types of effluents or change the authorized power level of the facility in conjunction with this Application for License Amendment. The supporting information and analysis which i
demonstrate no significant hazards consideration pursuant to 10 CFR 50.92 are included in Attachment B.
