APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of Facility Operating License No. NPF-69, l
hereby requests that Specification 3/4.3.1 of the Technical Specifications set forth in l
Appendix A to that license be amended. The proposed changes have been reviewed in accordance with Section 6.5 of the Technical Specifications.
l Niagara Mohawk proposes to revise Technical Specification Section 3/4.3.1, Reactor Protection System Instrumentation. The proposed revisions will delete the operability requirement for the Average Power Range Monitor (APRM) Neutron Flux-Upscale, Setdown and inoperative functions in Operational Conditions (OCs) 3 and 4 and modify the operability requirements in OC 5.
The revisions to the APRM functions are being proposed to support replacement of Local Power Range Monitors in RFO-5 and the installation of the Nuclear Measurement Analysis and Control (NUMAC) Power Range Neutron Monitoring (PRNM) System in RFO-6. The NUMAC-PRNM is des %ncd to replace the existing APRM System and to support the eventualinstallation of the Oscillation Power Range Monitor (OPRM) system required for i
the detection of reer; tor instability conditions.
