APPLICATION FOR AMENDMENT TO OPERATING LICENSE l

Pursuant to Section 50.90 of the Pegulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporatun, holder of Facility Operating License No. NPF-69, hereby requests that Specification 4.8.1.1.2.e.8 of the Technical Specifications set forth in Appendix A to the license be amended. This proposed change has been reviewed in accordance with Section 6.5 of the Technical Specifications.

The proposed Technical Specification change contained herein represents a revision to Surveillance Requirement 4.8.1.1.2.e.8 to add a footnote regarding the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> functional test of diesel generators. The proposed change would permit functional testing to be performed during power operation. The proposed change will not authorize any change in the types of effluents or in the authorized power level of the facility. Supporting information and analysis which demonstrete that the proposed change involves no significant hazards considerations pursuant to 10CFR50.92 are included as Attachment B.

Wherefore, applicant respectfully requests that Appendix A to Facility Operating License No. NPF-69 be amended in the form attached hereto as Attachment A.
