APPLICATION FOR AMENDMENT ,

l TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of Facility Operating License No. NPF-69, hereby requests j that Sections 1.0 and 3/4.3.6 of the Technical Specifications set forth in Appendix A to that l License be amended. The proposed changes have been reviewed in accordance with Section 6.5 of  ;

the Technical Specifications. l The proposed changes to the Technical Specifications are set forth in Attachment A to this application. Definition 1.9, " Critical Power Ratio," is being proposed for revision to replace the l designation for the General Electric critical power correlation, "GEXL," with a more generic term. i Section 3/4.3.6, including Table 2 3.o-2, " Control Rod Block Instrumentation'Setpoints," is being j l proposed for amendment in order to revise the setpoints for the Recirculation Flow Upscale Rod  !

Block. The setpoints for the Recirculation Flow Upscale Rod Block are being proposed for  !

revision to facilitate operation at 105% rated core flow. l The proposed changes would not authorize any change in the types of effluents or in the authorized power level of the facility. Supporting information and analyses which demonstrate that the proposed change involves no significant hazards consideration pursuant to 10 CFR 6 50.92 are  ;
