APPLICATION FOR AMENDMENT T_O.

PHYSICAL SECURITY PLAN Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of Facility Operating Licenses No. DPR-63 and No. NPF-69 hereby requests that the Nine Mile Point Nuclear Station Physical Security Plan be amended. The proposed changes have been reviewed in accordance with Section 6.5 of the Technical Specifications.

The proposed change to the Physical Security Plan is set forth in Attachment A to this application, which is protected as Safeguards Information in accordance with 10CFR73.21. Section 3.4 has been proposed for amendment in order to change the number of armed Security Force Members comprising the Response Force for each shif t.

The proposed change to the Physical Security Plan would not authorize any change in the types of effluents or in the authorized power levels of the facilities. An analysis which demonstrates that the proposed change involves no significant hazards consideration pursuant to 10CFRs50.92 is included as Attachment C. I Whereby, Applicant respectfully requests that the Nine Mile Point Nuclear Station Physical Security Plan be amended in the form attached hereto as Attachment A. j l

ATTACHMENT C NIAGARA MOHAWK POWER CORPORATION LICENSE NO. DPR-63 LICENSE NO. NPF-69 DOCKET NO. 50-220 DOCKET NO. 50-410 NO SIGNIFICANT HAZARDS CONSIDERATION ANALYSIS 10CFRl50.91 requires that at the time a licensee requests an amendment, it must provide to the Commission its analysis, using the standards in 10CFRs50.92, concerning the issue of no significant hazards consideration.

Therefore, in accordance with 10CFRs50.92, the following analysis has been performed:

The operation of Nine Mile Point Units 1 and 2 in accordance with the crocosed amendment will not involve a sianificant increase in the orobability gr conseauences of an accident previousiv evaluated.

The proposed amendment to the Physical Security Plan involves a change in the armed response force size for Units 1 and 2. Nuclear Security's ability to meet the response requirements of 10CFR s73.55(h) will not be significantly affected as was determined utilizing NUREG-0907 while taking into consideration several Security Program enhancements implemented since 1986 when response force size was last reviewed.

The change does not affect the design, function, operation, maintenance or testing of structures, systems and components at Unit 1 or Unit 2. It does not af fect any safety analysis or any Technical Specification that preserves a safety analysis assumption. Therefore, the proposed amendment will neither increase the probability nor the consequences of an accident previously evaluated.

The operation of Nine Mile Point Units 1 and 2 in accordance with the proposed amendment will not create the nossibility of a new or different l<ind of accident from any acciden_Lpr9viousiv evaluated.

The proposed amendment to the Physical Security Plan involves a change in the size of the response force for Units 1 and 2. Design, function, operation, maintenance and testing of structures, systems and cornponents at Units 1 and l 2 are not affected. Also, as demonstrated using NUREG-0907, Nuclear ,

l Security will continue to meet the requirements of 10CFR s 73.55(h).

Therefore, the proposed amendment will not create the possibility of a new or different kind of accident from any accident previously evaluated.

The proposed amendment to the Physical Security Plan involves a change in the size of the armed response force for Units 1 and 2. The proposed change has no impact on the physical design of the plants nor on the function or operation of their structures, systems and components. The proposed amendment does not impact and therefore does not reduce the margin of safety as defined in the basis for any Unit 1 or Unit 2 Technical Specification.
