APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation (NMPC), holder of Facility Operating License No. DPR-63 for Nine Mile Point Unit 1 (NMP1), hereby requests an amendment to the Technical Specifications (TS) set forth in Appendix A to the License. The proposed changes as set forth in Attachment A to this application revise Section 3.2.3, " Coolant Chemistry" and associated Bases. The proposed changes have been reviewed in accordance with Section 6.5," Review and Audit,"

of the NMP1 TS.

The proposed TS amendment will support implementation of Noble Metal Chemical Addition (NMCA) at NMP1. NMCA will enhance the offectiveness of Hydrogen Water Chemistry (HWC) in mitigating Intergranular Stress Corrosion Cracking (IGSCC)in NMP1 reactor vesselinternal components. Specifically, the proposed TS amendment will raise the reactor water conductivity limit in TS 3.2.3.a from 10 micromho per centimeter (pmho/cm) to 20.0 pmho/cm and in TS 3.2.3.c.1 from 5.0 mho/cm to 20.0pmho/cm during NMCA application.

The proposed TS amendment will also raise the limit in TS 3.2.3.a and 3.2.3.b from 1 mho/cm to 2 pmho/cm for up to a 5 month period of power operation following NMCA application. Bases changes are proposed consistent with the proposed TS changes.

The proposed changes will not authorize any change in the types of effluents or change the authorized power level of the facility. The supporting information and analysis which demonstrate no significant hazards consideration pursuant to 10 CFR 50.92 are included in Attachment B.

WHEREFORE, Applicant respectfully requests that Appendix A to Facility Operating License No. DPR-63 be amended in the form attached hereto as Attachment A. It is further requested that the NRC Staff issue the revised Bases concurrently with the TS Amendment.
