deletion of Surveillance Requirement 4.8.1.1.2.d; revisions to Limiting Condition for Operation 3.8.1.2.b, AC Sources-Shutdown; additions to 3.8.1.2 Action Statements; revisions to Bases 3/4.8.1-3 and additions to Administrative Controls Section 6.8.4. This amendment revises the minimum gallons of fuel oil required in the day tanks and the storage tanks; adds specific actions if the storage tank levels fall below minimum requirements; revises and relocates to the Bases the fuel oil sampling and testing criteria; adds specific actions if the fuel oil properties do not meet specified limits; and adds a Diesel Fuel Oil Testing Prog 1 to the Administrative Controls section of the Technical Specifications.

APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of Facility Operating License No. NPF-69, hereby requests that Section 3/4.8.1, the associated Bases, and Administrative Controls Section 6.8.4 of the Technical Specifications set forth in Attachment A to the license be amended. These proposed changes have been reviewed in accordance with Section 6.5 of the Technical Specifications.

The propnsed changes will not authorize any change in the type of effluents or in the l
authorized power level of the facility. Supporting information and analysis which demonstrate that the proposed changes involve no significant hazards consideration pursuant to 10CFR50.92 are included as Attachment B.
Wherefore, applicant respectfully requests that Appendix A to Facility Operating License No. NPF 69 be amended in the form attached hereto as Attachment A.
