i APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of Facility Operating License No. DPR-63, hereby requests that the Limiting Condition for Operation and the associated l
Bases for Technical Specifications (TS) Section 3.1.2, " Liquid Poison System," set forth in l
Appendix A to that license be amended. The propo'ed changes have been reviewed in accordance with Section 6.5 of the Technical Specifications.
l The proposed changes to the TS and the associated Bases are set forth in Attachment A to this Application. The proposed amendment revises the Limiting Conditions for Operation and the associated Bases for TS Section 3.1.2, " Liquid Poison System," that had been incorporated into the TS as part of Nine Mile Point Unit 1 TS Amendment No.101. The changes increase the required minimum volume of the boron bearing solution contained in i
the Liquid Poison System storage tank and decrease the required minimum concentration of boron-10.
The proposed changes will not authorize any change in the type of effluents or in the authorized power level of the facility. Supporting information and analyses which demonstrate that the proposed changes involve no significant hazards consideration pursuant to 10CFR50.92 are included as Attachment B.
WHEREFORE, Applicant respectfully requests that Appendix A to Facility Operating License No. DPR-63 be amended in the form attached hereto as Attachment A.
