APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.00 of the f.cgulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation (NMPC), holde of Facility Operating License No. NPF-69, hereby requests that the sections listed below d the Technical Specifications (TS) set forth in Appendix A to that license be amended.
,e proposed changes have been reviewed in accordance with Section 6.5, " Review and Audit," of the Nine Mile Point Unit 2 (NMP2) TS.
The proposed changes revise the NMP2 TS to update the TS to reflect the references to 10CFR50.55atf) and (g) as well as the terminology used in NMP2's second ten year inservice inspection / inservice testing program that will begin on April 5.1998. NMPC proposes to revise tne followirig sections of the TS, with the appropriate changes made to the index:
Section 4.0.5, Surveillance Requirements for inservice inspection and testing:
Table 4.3.7.51, " Accident Monitoring Instrumentation Surveillance Requirements" Section 4.4.3.2.2, Reactor Coolant System Leakage surveillance requirements: Sections 3.4.6.1 and 4.4.6.1.1, Reactor Coolant System Pressure / Temperature Limits: Figure 3.4.6.1-1, Nine Mile Point Unit 2 non-critical hydrotest: Section 2.4.9.1, Residual Heat Removal Hot Shutdown: Section 3.4.9.2, Residual Heat Removal Cold Shutdown: Section 4.8.1.1.2.h.2, Electrical Power Systems AC Sources Op3 rating: Section 3/4.10.7, System Leakage and Hydrostatic Testing: Bases 3/4.4.6, Pretsure/ Temperature Limits: Bases 3/4.10.7 System Leakage and Hydrostatic Testing: Table 5.7.1 1, " Reactor Cyclic or Transient Limits and Design Cycle or Transient."
The proposed changes will not authorize any change in the types of effluents or in the authorized power level of the facility in conjunction with this Application for License Amendmtnt. Suppc. ting information and analyses which demonstrate no significant hazards considerations pursuant to 10CFR50.92, are included as Attachment B.
