APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of Facility Operating License No. NPF-69, hereby requests that Surveillance Requirements 4.6.5.1.c.1, drawdown time testing, and 4.6.5.1.c,2, inleakage testing, for SECONDARY CONTAINMENT INTEGRITY of the Technical Specifications as set forth in Appendix A to that License be amended. A Bases change to section 3/4.6.5, " Secondary Containment," is also provided. The proposed chango has been reviewed in accordance with Section 6.5 of the Technical Specifications.

The proposed change to the Technical Specifications is set forth in Attachment A to this Application. The proposed Technical Specification change contained herein represents a change to Surveillance Requirements 4.6.5.1.c.1. drawdown time testing, and 4.6.5.1.c.2, inleakage testing, for SECONDARY CONTAINMENT INTEGRITY The proposed change to these SRs establishes the performance requirements of the Standby Gas Treatment System and the Secondary Containment to provide assurance that a secondary containment pressure of -0.25 inch water gauge with respect to the outside surrounding atmosphere will be established in less than 60 minutes following a Design Basis Loss of Coolant Accident. The proposed Technical Specification change, the fission product scrubbing and retention by the suppression pool and additional mixing in secondary containment will allow a reduction in the required differential temperature between service water and secondary containment air from current values such that deliberate heating of secondary containment is no longer anticipated. The radiological evaluation of a design basis accident loss of coolant accident (DBA-LOCA), which reflects these changes and an assumed drawdown time of 60 minutes, demonstrates that the doses remain below 10 CFR 100 guideline values and GDC 19 criteria. The proposed change is needed to resolve the secondary containment drawdown issue.

The proposed change will not authorize any change in the types of effluents or in the authorized power level of the facility in conjunction with this Application for License Amendment. Supporting information and analyses which demonstrate that the proposed changes does not involve a significant hazards consideration, pursuant to 10 CFR 50.92, are included as Attachment B.
