APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation (NMPC), holder of Facility Operating License No. NPF-l 69, hereby requests that Section 4.9.6 of the Technical Specifications (TS) set forth in Appendix A to that license be amended. The proposed change has been reviewed in accordance with Section 6.5, "Revlow and Audit " of the TS.

NMPC plans to replace the existing triangular refueling platform mast at NMP2 with a round mast with an installed camera /TV system. The round mast is structurally stronger than the triangular mast and is less susceptibla to damage during fuel moves. The camera /TV system will enhance visibility for fuel handling activities and will provide additional assurance that the grapple is oriented over the correct fuel bundle. The applicable standards, codes and design criteria will continue to be mot and the new mast will function the same as the existing mast.

The proposed change to the Nine Mile Point Unit 2 (NMP2) TS revises the setpoints of Surveillance Requirements 4.9.6.a,4.9.6.f and 4.9.6 g for the refueling platform main hoist overload cutoff, loaded interlock and redundant loaded interlock. The setpoint changes are required due to the difference in the weights of the two masts.

The proposed change will not authorize any change in the types of effluents or in the authorized power level of the facility in conjunction with th?s Application for License Amendment. Supporting information and analyses which demonstrate no significant hazards considerations pursuant to 10CFR50.92 are included as Attachment B.

WHEREFORE, Applicant respectfully requests that Appendix A to Facility Operating License No NPF 69 be amended in the form attached hereto as Attachment A.
