APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of Facility License No. NPF-69, hereby requests Appendix A to the license be amendvl. The proposed changes have been reviewed in accordance with Section 6.5 of the Technical Specificatbns.
The proposed Technical Specification changes are set forth in Attachment' A of this-application. The changes modify 3.4.3.1 and 3.4.3.2 of the Reactor Coolant System Leakage Detection Systems and Operational Leakage to conform with recommendations of Generic' Letter 88-01 as modified by NRC letter to NiagaraTiohawk dated August 17,'1990 and Supplement I to Generic Letter 88-01. Also, the change will modify the incr itse in unidentified leakage to conform with unidentified leakage increase authorized in the new.
standard Technical Specification.for BWR/6 (NUREG 1434 dated September 28,1992).-
This ' amendment corrects a' discrepancy in the sampling frequencies given in 3.4.3.1 and 3.4.3.2. The proposed changes would not authorize any change in the types'of effluents or-
.in the authorized power level of the facility. Supporting information and analyses-demonstrates that the proposed change involves no significant hazards consideration pursuant to 10CFR50.92 are included as Attachment B.

NPF-69 be amended in the form attached hereto as Attachment A.
