APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of Facility Operating License No. NPF-69, hereby requests that Tables 3.3.3-1 and 4.3.3.1-1 of the Technical Specifications set forth in Appendi: A to that license be amended. The proposed changes have been reviewed in accordance with 3ection 6.5 of the Technical Specifications.

The proposed revisions to Technical Specification Tables 3.3.3-1 and 4.3.3.1-1 are set forth in Attachment A to this Application. Revision of these Technical Specification tables is being proposed to clarify the footnote to the Applicable Operational Conditions for the <

Loss of Power trip functions and surveillance requirements. The footnote currently states

" Required when (Engineered Safety Feature) ESF equipment is required to be OPERABLE."

This amendment will clarify that the specific ESF equipment is the associated diesel generator. The revision will support the intended core shuffle planned during refueling outage RF05. ,

The proposed changes will not authorize ay change in the type of effluents or in the l authorized power level of the facility. Supporting information and analyses which demonstrate that the proposed changes involve no significant hazards consideration pursuant to 10 CFR 50.92 are included as Attachment B.

l Wherefore, Applicant respectfully requests that Appendix A to Facility Operating License No. NPF-69 be amended in the forms attached hereto as Attachment A.
