APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation (NMPC), holder of Facility Operating License No. DPR-63 for Nine Mile Point Unit 1 (NMP1), hereby requests an amendment to the Technical Specifications (TSs) set forth in Appendix A to the License. The proposed changes are enclosed as Attachment A to this application. No changes to the TS Bases are required.

The proposed changes have been reviewed in accordance with Section 6.5, " Review and l Audit," of the NMP1 TSs. .

Noble Gas Activity Monitor channel operability requirement and daily sensor check Surveillance Requirement (SR) consistent with the conditions specified in Limiting Condition for Operation (LCO) 3.1.3.a for operability of the Emergency Cooling System (ECS). The '

proposed changes also correct a clerical error in TS SR 4.6.15.d.

The proposed changes will not authorize any change in the types of effluents or change the authorized power level of the facility in conjunction with this Application for License Amendment. The supporting information and analysis which demonstrate no significant hazards consideration pursuant to 10 CFR 50.92 are included in Attachment B.

WHEREFORE, Applicant respectfully requests that Appendix A to Facility Operating License No. DPR-63 be amended in the form attached hereto as Attachment A.
