Nine Mile Point Nuclear Station Unit 2 ) l APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of Facility Operating License No. NPF-69, hereby requests that Specifications 3/4.8.2, "DC Sources," 3/4.8.4, " Electrical Equipment Protective Devices," and the Bases for Spr.,cifications 3/4.6.3, " Primary Containment isolation Valves," and 3/4.8.4 of the Technical Specifications set forth in Appendix A to that license be amended. The proposed changes have been reviewed in accordance with Section 6.5 of the Technical Specifications.

The proposed changes to the Technical Specifications are set forth in Attachment A to this Application. Specification 3/4.8.2 is divided into two (2) sections, DC Sourcer-Operating and DC Sources-Shutdown. Both Specifications include a " note" which indicates that two (2) 125 volt chargers are required when an Uninterruptible Power Supply is powered ,

from its backup DC power source. The proposed revision to Specification 3/4.8.2 will delete these " notes." Also, Specification 3/4.8.2 is being proposed for revision to change the required battery cell electrolyte temperature from 60'F to 65"F. In addition, Niagara Mohawk proposes to make administrative changes to Specification 3/4.8.4 and to the Bases of Specifications 3/4.6.3 and 3/4.8.4.

The proposed changes will not authorize any change in the type of effluents or in the authorized power level of the facility. Supporting information and analyses which demonstrate that the proposed changes involve no significant hazards consideration pursuant to 10 CFR 50.92 are included as Attachment 8.

WHEREFORE, Applicant respectfully requests that Appendix A to Facility Operating License No. NPF-69 be amended in the forms attached hereto as Attachment A.
