Windswept Lone Gentlemen: &Jp fol H 376-4509 On behalf of the City of Kingston, Tennessee, this is tc express O 882 3005 our support for the Clinch River Breeder Reactor Plant (CRBRP) and the Department of Energy's (D0E) December 1,1981, request for NRC author-ization to commence site preparation activities by March of 1982.

Martin Skinner 836 Nelson Drive As the Commission is probably aware, we sought and were denied H 376 6894 late admission to the CRBRP hearings before NRC on issues relating to socio-economic impacts on our local area. ' As a result of the Appeal Board's October 1977 decision, it was recognized that the State might Don Woody raise these issues on our behalf. We now believe that there will be Vice-Mayor adequate means to moni' tor any such impacts as a result of conditions 2043 Cedar Lane imposed through NRC's environmental statement, and that we will have appropriate recourse to assure mitigation through our elected repre-H 376 6603 For that reason, we no longer have concerns which require sentatives.
