Gentlemen: .Q On behalf of the City of Harriman, Tennessee this is to express our support for the Clinch River Breeder Reactor Plant (CRBRP) and the Department of Energy's (DOE) December 1, 1981 request for NRC authorization to commence site preparation activities by March 1982.

As the Commission is probably aware, we sought and were denied late admission to the CRBRP hearings before NRC on issues relating to socio-economic impacts on our local area.

As a result of the Appeal Board's October 1977 decision, it was recognized that the State might raise these issues on our behalf. We now believe that there will be adequate means to monitor any such impacts as a result of conditions imposed through NRC's environmental statement, and that we will have appropriate recourse to assure mitigation through our elected representatives. For that reason, we no longer have concerns j which require consideration in the NRC hearing process, and l we do not wish to raise or to have such issues~-raised on our behalf in the hearings.

! We should emphasize that there is strong support for the project in our region, and that we in particular support its expeditious completion. For that reason, we urge the Commission ~

I to grant DOE's request.
