Clinch River Breeder Reactor Plant Docket No. 50-537 (Section 50.12 Recuest)
Gentlemen:
The Nuclear Regulatory Commission in its order of July 9, 1982, asked for comments on the Applicants' most recent request for an exemption under 10 CFR S 50.12 from the Commission's regular licensing procedures, 10 CFR S 50.10.

The new application presents no new factors or circumstances which would warrant a change in the Commission's previous denial of a S 50.12 exemption in its orders of March 16, 1982, and May 18, 1982.
In our " Memorandum in Opposition to Applicants' Request for Exemption under 10 CFR S 50.12," dated January 15, 1982, we urged the Commission to require full hearings and consideration of issues affecting the project before site preparation begins.
Our concern that hearings be carried out before work at the site goes forward remains unchanged.
We adhere to the views stated earlier and ask that the Applicants' present S 50.12 request be denied.
