I wish to take this opportunity to reiterate my belief that DOE's request. to begin site prepara-tim..actlettles is in the public interest for the following.

& Section 30.12 procedure has been part of

.a.

the Comission's licensing process since 1972.

It provides icportant safeguards to assure that

.all r.elavant environment factors are fully considered.

The Section 50.12 procedure fairly allows input from the general public and all interested parties.

The financial co=nitment to site preparation activities is a minor fraction of project costs, and will not prejudice future consideration of sii relevant environmental and safety issues as the Commission's review proceeds to completion.

d.

E:less the request is granted, construction ccets will continue to rise and the nation's t-axpayers must absorb this burden, Full environmental and safety hearings will be e.

conducted for the proj ect, and all elements of A'RO's licensing process will be completed.

f, Ccc:mencing site preparation at this time will provide rev jobs in a state whose jobless rate is higher l

than the national average.
