Re: COMMEET UNDER 10.CFR P.715, conSTRUCTIoH:PERlHT PROCEEDING, CLINCH RIVER BREEDER REACTOR, DOCKET 50-537 Gentlemen:
The undertaking of licensing the Clinch River Breeder Reactor is a dis-uieting one to.t'ciis nrivate citicen. This reactor system is currently one of a kind.
As a citizen Intervenor in the Allens Creek construction nerait proceeding (of which I am happy to say Mr. Gustave Linnenberger was a member of that panel) I heard of many nroblems and many
" fixes" that went into a " standard" General Electric boiline water reactor.
Allens Creek was to be nerhans the thirtiets boiling water slated for construction, and nature had grudgingly yielded secrets of the design.
Rere, the Board and parties will hopefully be able to reach these problems before they occur thus producing a a safe operating record.
I personally criticize the Appli-cant for nursuit of the Clinch River plant when the evidence is scant for its need.
Bat, this aside, there is so little prior experience with the breeder reactor design compared with the boiling water reactor design, that the burden is heavy on those who would have this nroject go forth.
(Please circulate this statement to thoce on the project service list, and olace a copy in the record of the proceeding.
Thank you.)
Sincerely,
/
Doherty /
John F.
