Clinch. River Breeder Reactor Plant - Docket No. 50-fG7 Gentlemen:
The Town of Clinton would like to express its support for the Clinch River Bree' der Reactor Plant and the request made by the Department of Energy, on December 1,1981, for the authorization of the.NRC to commence site preparations by early spring.

The Commission is aware that we sought and were denied late ad-E mission to the Clinch River Breeder Reactor Plant hearings before I
the NRC on issues relating to the socio-economic impact on our E
local area..As a result of the Appeal Board's October, 1977 de-cision, the fact was recognized that the State might raise the issues on our behalf.
Now we believe, that there will be adequate means to monitor any such impact as a result of the NRC's environ-mental statement and the conditions therein, and we feel that we will have appropriate recourse to assure mitigation through our c
elected representatives.
For this reason, we no longer hold the concerns which require considerations in the NRC administrative

hearing process, and we do not wish to raise or have these issues raised for us in the hearings.
We would like to emphasize the strong support f'or the project in 7
our region and also the particular support for its prompt com-pletion.
Therefore, on the behalf of the Town of Clinton and the Board of Mayor and Aldermen, we urge the Commission to grant the

Department of Energy's rdquest.
