Dear Chainnan Palladino,

The U. S. Department of Energy has provided me with a copy of its recent request to the Nuclear Regulatory Commission for authorization to conrnence site prepara-tion activities for the Clinch River Breeder Reactor Plant Project which will be located at the Clinch River site in Oak Ridge, Tennessee.

The State of Tennessee wishes to express its strong support for DOE's request.

In particular, the State believes that the delay already encountered by the project must not continue. The procedures suggested by DOE in regard to the Section 50.12 request will assure that all environmental values are fully protected and that additional project delays are minimized.

To assure that the NRC's review proceeds expeditiously, the State is eager to assist the NRC in connection with any matter within the State's regulatory jurisdiction.

To that end I have appointed Commissioner James C. Cotham III of the Tennessee Department of Economic and Community Development to coordinate all CRBRP activities for the State and to provide a single point of contact for liaison with the NRC's CRBRP project review.

I again reiterate our support for the total project and, in particular, our support for the current request for the project to begin site preparation activities in the spring of 1982. The State is willing to lend its assistance in assuring an expedi-tious regulatory review for the project by the Commission.

We will cooperate fully ~

with you on subsequent licensing actions on the project.
