Thank you for reviewing our staf f en the site redrest p;&ns for the terminated Clinch River Breeder Reactor Prcjoct. As was discussed at the February 24, 1984 meeting, our main concern with the site redress proposal is to insur e that erodable materials and cther potential contaminants for the abandoned site do not enter surface waters of the area. Since all the erosion control measures and sediment ponds are to remain functioning and in place we have no objectic..s to leaving the site undisturbed until May 1955, as long as the following conditions are met:

1) All surf ace run-off is to be directed through the sedimer.t pond systems as presently established c..

the site.

2) All discharges from the sediment ponds must not exceed NPDES pern.it conditions as presently established.
3) All erosion control measures must be maintained to prevent erodable materials frcan entering surface streams from roadways on the project site.

If no suitable use is found for the project site by !4ay 1985, and the final redress plan is implemented, we feel that your proposed site stabilization plan is adequate to protect the surface waters of the area pMided that the seeding of the area is successful. Thank you for your presentation to City Council on February 21, 1984 of the CRBRP preliminary plans and schedule for site redress. We certainly agree that time should be taken to ' fully evaluate possi.ble future uses for the CRBRP site, and feel that your proposed schedule provides suf fi-

. cient time for that evaluation. If no specifi'c use for the site is identified during this evaluation period, then the general approach to site redress, which you uutlined and which results in Icvel land uses for future industrial development, appears reasonable.

We look forverd to working with you in the future to develop the details of the site redress design.
